if it was in-line skating, it could be "Brink" if it was skateboarding then it could be "Lords of Dogtown". More details would be helpful

You might be talking about "Ice Princess" with Michelle Trachtenberg and Hadyn Panetierre. If it was roller skating it might be "Roller Boogie" with Linda Blair.
