all around the roots were these tiny little white bugs. Wondering if they should be treated with something or let them be. The plant is inside and isn't doing very well. The leaves are dying.

If they look like cotton they could be mealy bugs. if they just have small bodies they could be plant lice. For either one mix up some strong detergent in water and dip a cue-tip in it. Stand the plant in the tub and brush them off the leaves with the wet cue-tip. Rinse the plants leaves with the shower. Check them every few days in case the bugs come back - just repeat.

Remove the plant from the soil and pot and soak it in a tub of water mixed with dishwashing liquid. Throw the soil out! It's infested with either mites or aphids. Clean the pot throughly. Rinse the plant in clear water and repot it.

Probably aphids. Do a search for how to get rid of them.
