Trying to make this answer less choppy than the others....
First step, you have to build their relationship which will take some time. Get the "target" to come over, keep chatting with them, make sure they have things to do in your house..ie food, bathroom, games etc.
Once you get to be friends with them, you can move onto other tactics....like hug...be sure to watch the reaction the first time you do this....if the reaction is positive then try it again and keep it up. If the reaction is negative, you will need to boost the friendship higher or pick someone else (here is where personalities come into play, some just don't work well with others).
If things are going well, keep up the hug...giving a gift works well too. once you are confident that the relationship is high enough (score) AND both people have their moods in the green, then go to the kiss. If this is successful there is a chance that the program will ask you to choose to marry or not. Marriage is not one of the choices you get when you interact with another person (like talk,hug,kiss) but a reaction to the kiss by the program. It is extremely important that you wait for this until both persons moods are high...hint...if you call them over and get their relationship high enough, but your character is hungry, tired etc, then call it a night and wait for the next night...after getting rested/fed/fun then call them over again and go for the kiss.

First and foremost, you've got to keep the individual Sims very happy. They won't want to fall in love if they're consistently hungry or tired or the like. Sometimes it takes quite a while to get them to marry, too. Stick with it - like any video game, you'll eventually figure it out in time. (P.S. The Sims are awesome. You should try Sims 2 if your computer is fast enough to handle it. It's far superior.)

Sims can't marry if they're already on the same lot. If this isn't the case, then make sure the Sim that isn't being proposed to is happy in their saved game (exit current lot, open their lot and make their mood green). You can have homo- or heterosexual relationships in the game, too.

I know!!! First create 1(MEN) sims people on one estate then make another sims people (WOMAN) then.. go to your Men estate wait for that woman past by then talk talk talk until got 100exp. then go to your men place do a table must have food do romantic a bit.. then try propose she. if Some one past by there they will clap hands.

OK, first make two people: man; woman.Then get them romantically involved.ex. flirt and compliment.
Then you should be able to, but make sure they are not hugry or tired
code for free stuff:beginning menu:L and R simultaneously and the cheat menu appears,then you put the word:freeall.
