Both. Macbeth actually did the killing but it was Lady Macbeth who talked him into it. But to be fair he probably would not have killed anyone if his wife did not talk him into it.

I don't know about who is morally guilty, however from legal point of view it is quite simple:
Macbeth is clearly guilty of murder(he carried out a killing with intent), while Lady Macbeth is also guilty of murder because she was an accomplice, and an accomplice is held to be guilty of the same crime as the principle[1].
