I'm wondering how to set up a 501c3, and if it costs anything. Also, my purpose in this case would be to raise funds to improve the kids playground in my town. Could I do that even tough the playgrounds be;ongs to the town?

I'm not sure you'd have to establish a nonprofit organization for just one project. You should check with the town to see 1) who owns the playground and is responsible for maintenance and 2) if they are allowed to accept donations and 3) if there are any pre-existing groups already raising funds for municipal projects.
