look on any paper money you have and you will see the words "federal reserve note". a note is a document that represents a debt. like any other negotiable instrument the person in possession is the "owner" of what it represents. that is why our money is called fiat (worthless) money. it is not legal to pay a debt with another debt. the money we use is more or less a barter chit because it has nothing of value to back it up. since the federal government can not tax you on barter we have to have money that can be said is a taxable profit. barter is an exchange of value for value not profit. with no profit - no income- no income taxes. if you take the fed reserve note to a fed reserve bank for exchange all you will receive is more fed reserve notes. the answer to your question is the fed reserve owns the paper instrument we call money.

The actual bills and coins belong to the federal reserve. It's actually against the law to destroy them, they aren't your property. The value behind them is yours, backed by the gov't, but the actual instruments you hold in your hand are the gov'ernment's.
