correct, it is not using any electricity, but if someone sticks their finger in the socket, they'd get a shock.

No there isnt any electricity being used if there isnt a bulb in the socket. But if you were to put your finger in the socket you would for sure get a shock and possibly a free kinky hair perm from the shock.

Electricity is present but without a light bulb to use electricity then there is no electricity being used.

No . Kind of like a electrial plug . Always hot but no power is charged on PGand E if not in use.
