First of all you must have Java installed on your PC if not you can download from the link below.
To enable Java follow this:
In Internet Explorer select TOOLS then INTERNET OPTIONS
SELECT SECURITY TAB
CLICK ON THE CUSTOM LEVEL BUTTON
LOCATE JAVA PERMISSION SECTION
choose LOW/MEDIUM/HIGH SECURITY SETTINGS as you wish.
click OK
once again click OK
I am sure by this your problem will be solved.
One point advise* Whenever you ask a computer related question better mention about what are you using? such as WindowsXYZ or XP, which Internet Explorer are you using.
Because the answer depends on the information as I use XP and use MS Internet Explorer 6. My answer is based on this.

Java usually will run on its own when needed, so all you really need to do is download Java and you'll be set. http://www.java.com/en/download/index.jsp
