Upper limit: 48-39.75 = 8.25in
Lower limit: 48-40.25= 7.75in

The carpenter must cut off between 7.75 and 8.25 inches.

As an inequality: 7.75<=x<=8.25

If you have to write the whole problem as an inequality, this would work:

39.75<=48-x<=40.25
