There are only 7 officials on the field and there is usually an alternate waiting at the stadium
R or Ref = Referee; this guy is in charge of all the other officials, he is also the one that says what the penalties are, which team it is against, and how many yards
U = Umpire; generally 2nd in charge
HL = Head Linesman
LJ = Line Judge
FJ = Field Judge
SJ = Side Judge
BJ = Back Judge

The numbers are just like players' personal choice and have no meaning except to distinguish themselves from the others.
The Letters are
R- Referee (In charge of all)
U- Umpire
HL- Head Linesman
LJ- Line Judge
FJ- Field Judge
BJ- Back Judge
SJ- Side Judge

To keep track of them the same as the players. They are evaluated all season and only the top performers make it to the play-offs and the Super Bowl. Just like teams officials are eliminated each round. to insure the judgements are correct they wear the numbers to identify themselves.
