Go to ebay's FAQ-- But having paypal certainly helps. Many won't buy if you don't offer paypal. I feel it's much safer from a buyers viewpoint, because the seller never has my CC info. I've been buying and selling on ebay for years, use paypal (almost exclusively) and have not had a single problem. And yes, the seller is responsible for shipping. Ebay will have a spot where you can put in shipping costs, and who pays for them. Most sellers have the buyers pay for shipping--but not all.

YES, it is secure if you are honest and ship the item. Payment goes to your Paypal account...that you can later transfer to the bank account you specify..can be in Puerto Rico since this is United States territory ..

Paypal is secure worldwide. The money goes into your account once you apply for Paypal on-line. If you wanted to send money but have no money in the account, you would have to go to your bank to add it to that Paypal account.

its safe to use paypal....im in Australia and i use it all the time..i buy and sell on ebay.
when a payment is received you receive an email and you would then have to go to paypal sight and withdraw the money...the money will then be transferred into your nominated bank account already registered with paypal.
