A scape goat is when you let someone take the blame for things that he or she did not really do. So if I broke a lamp I could use my 2 year old brother as a scape goat and say that he did it. He cannot really tell mom that it was not him.

According the Bible story at the site below,"The Azazel goat (pronounced in Hebrew as aw-zah-zale), translated as scapegoat in the King James Version, was one of two goats chosen for a ceremony on the Day of Atonement. The first goat was sacrificed, while the scapegoat was taken out into the wilderness and released.
The original meaning of scapegoat was escape goat, the goat that was allowed to "escape" with its life. The accepted modern meaning of scapegoat, someone who is punished for the wrongs of others, is not at all accurate for Satan. Years ago the priest used to place the sins of others on a goat and then drive it away ( or sacrifice it) taking the sins with it, leaving the sinners free of blame. Thus the name scapegoat. Today it refers to a person who is blamed for another's action and usually can't defend himself, so he appears guilty and the guilty one goes free of blame.

the term is actually scape goat,it means when someone does wrong and blames another innocent person,a scape goat was a type of sacrifice in old times,in other words ,to cover up the wrongdoing they find a convenient person 2 blame,thus sacrificing and ruining their reputation to preserve their own,eg i refuse to b a scape goat 4 something old matey did;.......indika(in tha shed)
