Get a undergraduate degree in Civil Engineering and then go to law school?

In your first year of college take electives in both fields. Obviously, a civil engineering career path involves physics, calculus and chemistry while a freshman so you can take three classes in that field and maybe two classes in the field of becoming a lawyer (history, english, etc.) and talk to advisers from both departments and also a representative at your career counseling center at the university.

Actually an engineer has to convince people all the time
plus you are good in math and computers, i think will work better to be an engineer.

I wanted to be a lawyer, then I asked myself this question-Could I defend someone I knew was guilty, or could I prosecute someone I wasn't sure had committed the crime. I couldn't so I knew Lawyer wasn't for me

Check out government's need which job most for government's goal. Then go into it. Serve the own country come first.
