It's a money order you purchase at the post office, as opposed to a money order you purchase at a supermarket, convenience store, etc. If you're sending it to a person in another country, go to your local post office and ask them for a money order for the recipient's country because they could have problems cashing it if you send it in your own currency. People like these better than supermarket money orders because postal money orders are harder to forge.
