if adding fluid just because it low you don`t need to drain the rest of fluid but you need to check with your owner manual to get the right type of fluid all powersteering fluid are not the same so will not interchange and could damage you pump,rack and pinion or hoses if low you should check for leaks

Just add to it if you have not had any contaminant fluids mixed with the power steering fluid.

all you need to do is add to it,,there is no need to drain it,,i own a repair shop,,and have done this for 36 yrs,,just add to it,,and it will be fine good luck with it,i hope this help,s.
