as in every emergency involving thousands of people and dozens of securty guards, all kinds of things were said
some guards suggested people would be safer in their offices (that was a reasonable thing to believe, nobody knew the buildings would fall untill the did)
other security guards were trying to evacuate people as fast as they could
remember this was many thousands of people and there was smoke and confusion and people were screaming and low paid security people were doing their best and you have to believe that they were saying all kinds of things
I don't believe anybody had training about what to do if a giant airplane is deliberately crashed into the building
many of the security guards are dead, so no, not all were investigated

Noone could foresee the damage much less the severity of such a catastrophe and at such a "blink" of a moment.
I'm sure the guards were doing what they felt were required of them at such a "red alert" situation.
The same way they perform fire drills & warn you NOT to take the elevator during fire emergencies.
It applies the same principles.
Conspiracy theories are the norm to any unsolved events like JFK's assassination, etc. They serve as hope I guess that there's more than meet the eye. Noone will ever really know what happened that day.

That may have been early on before they realized the extent of the damage. The firefighters couldn't maneuver if you had people blocking everything. Of course as you know that was a short lived request, and evacuations were in order.

No one, and I mean nobody expected the building to collapse as they did after absorbing the impact.
A hard lesson learned, but usually we do what worked best in the past, what we have trained for, what is expected to happen.

because they did not know the severity of the situation...it was hard to tell what was going on. There was a lot of confusion and alot of the EMS was clogged and messed up...

they did not know or think it would collapse and the explosion blew out all the glass and stuff in the building so they thought it would be safer there until the firefighters put out the fire. but the towers did collapse

Don't believe those who push conspiracy concepts. It was a tragic, cowardly terrorist action. If a commercial jet hit a bilding that I was in I'd leave if possible...not stay inside.

apparently an automated PA system announcement told people to stay in their offices. those who rang emergency services were told to evacuate immediately.
