having kept piranhas for many years- i find them very docile and calm fish in tanks. your cat is in no danger-unless kitty wants to be a diver.
the only time I've seen piranhas aggressive, is when they are in shoals and they get into feediing frenzies. Frankly, in just a fish tank, an oscar is more likely to do damage to you than a piranha. It's a lot of hype----except in the wild where they are in huge shoals

The only way to find out for sure is to stick your finger in the tank, while asking your piranha, how it feels about the "no meat policy".
