Johnson & Johnson's Baby shampoo. It's tear free, so it won't sting your eyes, and the soap makes the make up slide right off.
You could spend more money on other products, but this smells really good and is gentle on your skin.

I found this for you:
"There are all sorts of eye makeup removers on the market but the best one I've found is Vaseline. I learned this trick in high school from Seventeen Magazine & I've been using it ever since. Why? Well, it's easy & it doesn't sting the eye. And it's cheap."
(Or you can go to the store and buy an eye make up remover. They are basically all the same if you read the ingredients and expensive too.)

Do not use baby wipes! They do work but they will damage the skin in the long run. They dry out the face.
Use vaseline. It is an excellent remover. But use it only if it is before bed or whatever. It is greasy and will take awhile to soak into the skin. I use it to remove my make up and my face always looks so good when I wake up. A friend of mine had a grandpa who worked in the coal mines. He used vaseline around his eyes to keep out dust. He never had wrinkles around his eyes!

The best remover I have ever used is from Mary Kay. It is fairly inexpensive and works great. It does not leave you oily and can take off the heaviest mascara in seconds. Very gentle, I highly recommend!

Theres makeup remover you can buy from mary kay. It really works! the makeup comes right off. I think its like $10 a bottle.

You could try regular hand cream, any kind works well. Its a pain getting black eyeliner and shadow off, but with cream and a cotton ball it just disappears.
