Everything that I have found said the Texans came in 2002. And they only let even numbers in which means that another team had to come in then as well.

Officially the the 31rst team in the NFL are the Ravens.

Since in 1999, the Ravens and the Browns have been considered separate teams with separate histories.

It was the second coming of the Cleveland Browns. The Panthers and Jags came into the league in 1995, and the Browns were reborn in 1999. When the franchise moved from Cleveland to Baltimore and became the Ravens, all that was Cleveland as far as records stayed there.

depends on how you catagorize them. the browns moved to baltimore and became the ravens, and then a new browns franchise was founded in cleveland, so most people consider the new browns to be the 31st team. it sure wasn't the saints, and the texans were founded in 2002, not 1999 like that one dumb**s said
