Carmex works best! Put it on every night before you go to bed, when you wake up, gently wipe it off, your lips will be softer and exfoliated. If your lips are cracked too, use Carmex during the day til they heal. Aveeno and Neutrogena Lip moisturizers work well for maintenance, but for serious flaky, peeling lips, use the Carmex. And don't touch the chapstick, it doesn't work, Blistex isn't the best either, plus it tastes and smells yuckier than Carmex.

Vaseline intensive care. Trust me DO NOT use Chapstick or any other lip balms with ingredients including alcohol, Ever notice how you keep licking your lips with Chapstick the alcohol drys at the same time. It's a major and well known inside marketing scam to get you to use their product up quickly.

Peeling? Ouch! Go to a dermatologist if they are peeling and really bad off!

I love my Neutrogena lip moisturizer. It looks just like a chap stick. Also, drink plenty of water, and take the maximum amount of vitamin E (DO NOT TAKE MORE THAN WHAT IT SAYS). Try not to continually lick your lips and sleep with your mouth closed if you can.

First, I recommend using some petroleum jelly and a SOFT toothbrush. After applying the pj, use the toothbrush to softly exfoliate your lips.
After that, I too recommend the Aveeno lip balm. Try to avoid products with menthol in them as that will actually dry your lips more.

The worst thing you can put on your lips is Vaseline. There was a study that proved it to only dry the lips. One of the best things I found was called Aquaphor in the lotion department. No Vaseline in it or colors or flavors. It's the best thing I have found by far. Hope this helps.

To get rid of the problem you have and start fresh, put some vaseline on your lips and brush them with a toothbrush...sounds weird but it works really well.
