basically, they are getting rid of the fact that little provinces and cities can make their own laws that probably dont correspond with the actual declaration of independence. that way, the laws are uniform.

Abolish is defined as to annul or cancel so in the statement you are doing away with the law that applies to the neighboring cities. The English laws were therefore non admissable in small towns just as they were in the city they surrounded.
