If I were to estimate it...
37% is about 40%.
10% of 55 is 5.5 (move the decimal to the left one place)
4 times 10% is 40%
4 times 5.5 is 22
That is just how I'd estimate it.

Most would round the 37% to 40% and the 55 to 60. So 40% of 60 is 24. Not a bad estimate since 37% of 55 is 20.35. However, I've also read in books that when both numbers (like 37 and 55) are in the middle and you have to round both UP, just round the the one that has the greatest digit in the ones place (in this case 37). So 40% of 50 (yes, don't round that up) is 20... and that's even better than the previous estimate. I teach Math, so hope this has helped. You'd be wise to follow the procedure in your Math book though... I've seen textbooks do it in both the ways I've described.

You've been asked to "estimate", and "how"... so you aren't looking for the exactly correct answer.
I would say that step one to working this out is to realize that 37% is approximately 40%.
Next: 55 is about half of 100.
What's 40% of 100? That's easy. It's 40.
So what's 40% of 50. Well, it's half of the answer in the last line (40), which is 20.
So I'd estimate that 37% of 55 is about 20.
Now, if we use a calculator to work out 37/100 * 55, we get 20.35, so I'd say the estimate was pretty close!
I hope that helps.

round 37% to 40%. now find 10% of 55 by moving the decimal over to the left 1. now u have 10% (5.5). to get 40%, multipy 10% by 4 (5.5 * 4) then TADA the estimate.

37/100 = x/55
100x = 37 times 55
x = 2035/100
x = 20.35%
