Take it to the dry cleaners.

Rather than take a chance with the red spots running onto the white, I would take the blouse to the dry cleaners
Another way to handle this is to purchase the home dry clean kit, called Dryel. I have used it and it works just fine

Two choices:

a) Wash it by hand in cold water and take out and dry.. The chances are that if you then wash it again by hand with soap, the colors would not run
b) If it is a particularly favorite blouse, etc, then the cleaners are the best bet.

I realy don't think the red dots will run, unless it's a real cheap blouse, but even then I don't believe it well and wash in cold water.

I agree with the salt water but there is also a product called Color Catcher I think made by Shout. They are sheets you can add to your wash load that will catch any loose colors. I have had very good luck with these.

Cold water wash and rinse. Use as little detergent as possible. Hang to dry. I just washed an orange and white pareo and no bleeding. Good luck!

Dry clean if you can't afford to risk the red running into the white.

soak it in cold water with salt added to it to set the color. Continue to wash in cold water by hand.
