USB 2.0 cables and ports are backwards compatible, meaning they will run the slower 1.1 peripherals. So, yes, you can use older USB 1.1 devices with newer USB 2.0 ports. The connection will just run a lot slower than USB 2.0, so you'll not see the performance you would from USB 2.0 devices.

In most cases yes, but it won't run as fast as a 2.0 device. For example, I am using a 2.0 thumb drive on an older laptop that doesn't support 2.0. When I plug it in, a message pops up that says this device will run faster in a 2.0 USB port but the device works just fine.

Like everyone said, yes it can but the connection will be slower.
(An iPod, for example, uses 2.0 usb but you can hook it up to 1.1)
There is sometimes a way to rerout energy from unused USB ports to the one you ARE using in order to give it more power. I am not sure anymore how to do this though. I think it involved going to my computer settings and looking up my USB hardware and turning one of my ports off.

yes the connection will be slower though and in windows XP u will get a message that a usb 2.0 device is plugged in a USB 1.1 slot otherwise its totally safe and viable
