It depends on how you mean it.
I thought it would be relevant to define what morality is, so here are some definitions of morality from the dictionary-
1) Standards of conduct that are accepted as right or proper.
2) Conscience vs. law- in terms of natural justice, what is known to be right or just as opposed to what is officially or outwardly declared to be right or just.
3) Giving guidance on how to behave decently and honorably.
4) Good by accepted standards; good or right when judged by the standards of the average person or society at large.
Morality is at an all-time low. I believe that our leaders are obligated to possess morality, and to project it. Likewise, anyone in the public eye should project good morality, and so should anything on radio or tv that children might view. We have few examples of morality anymore, as if anyone would agree on to what extent that morality could be expressed.
But your question was about 'dictating' morality. Why should a leader be 'dictating' that? They can express it, suggest it, be a steward of it, but 'dictate' is another thing, and GW has not been a good enough example of it, because actions and deeds speak louder than words. So, the answer is no, we should not allow him to dictate anything. He tries to dictate too much.

Congress waste time with Flag Burning and Gay Marriage amendments when they need to deal with real issues like the war and the economy. The Bush idea of morality comes from Pat Robertson and Jerry Falwell to name two.

GW Bush doesn't dictate anything.... if he did:
the ILLEGAL ALIEN INVASION would be streamlined and we would be overrun by terrorists from Mexico....
but Americans are dictating FINALLY, that illegal aliens should be deported and the US-Mexico border be CLOSED. Bush is not getting his leftist way in that arena....
and,
Iran would get the nukes it so desires.... from 50,000 ft.... the Muslim terrorists would see the light of Allah.... and feel his searing heat... and feel his destroying winds..... but just for a moment.... then peace would be upon the world.... the ideology of Islam would see that no Messiah comes forth from their FEEBLE attempt to create a world wide conflict....

The red states decided they wanted the guy who would be fun to party with instead of the guy who knows the issues. We got the most corrupt and immoral candidate who ran. Take from the poor and give to the rich. Then blame the poor for being poor. Send companies abroad with tax breaks. Have you tried calling Microsoft lately? You'll get someone with an Indian accent. Spend trillions on destroying buildings and people. Think of what we could do at home with that money. How about something for Americans for a change?

If he represents the will of the majority of the peole, he should, since that is his job.
And in general his values on most issues except for immigration does follow the will of the people.
I just wonder why the will of the people are not being followed by the Senate.

Can we allow liberals to think that George W. Bush is a dictator? Come to think of it, I don't know how to stop liberals from being paranoid. I'm basically pro-choice about that (letting liberals be as paranoid as they want to be).

We live in America, and here in the US we're free to do what we like as long as we're obeying the laws of the land. Why don't you move to Cuba, or North Korea, and then your dumb question would be totally legitimate.

It is exactly the agenda of the religous right to dictate morality. And George Bush and others are certainly trying to do just that. When the courts try to stop them, they are deemed as "activist".
But we can stop him easily. All it takes is enough people voting against that kind of thing to keep our Constitution, and our Freedom, intact.
