Drink plenty of water to stay hydrated & take a vitamin E capsule each day. That will help from the inside.
You'll need to both remove the dry skin and moisturize the good skin. You can use a warm, wet, clean washcloth to do this, or my favorite way is to mix some honey & brown sugar into a paste and rub over your lips. The brown sugar will slough off dead skin and the honey will help moisturize them. Don't use your toothbrush, it has bacteria on it. Yuck!
After that, put on a good lip balm. The absolute BEST heavy-duty balm is plain old Vaseline. Put it on your lips before you go to bed. If you don't like the feel of it during the day, try C.O. Bigelow's My Favorite Lip Balm (@ Bath & Body Works) or Blistex Lip Infusion.
I would stay away from Carmex or anything with camphor, menthol, or peppermint oil. These ingredients are drying.

Rub a hot wash towel on your lips to remove the dead skin. Then apply Carmex or Blistex.

i like the carmex lipbalm....it stings, but really helps and if used all the time could probably help prevent chapped lips during the winter.

Palmer coco butter stick, it is the size of a glue stick. It works wonders. You can find it by the lotions in any department store. Or you can try Vaseline right out of the jar, not too much.

get medicated lip balm, it burns if your lips are really chapped, but it really helps! so just fan them if they are burning like crazy, and keep putting it on there everyday, and it will get better.

get a special medication chapstick (u can get them anywhere) and carry it around with you everywhere, when u feel ur lips are chapped, put some on!! i have ur same problem. except...i lost my chapstick

Ive delt with this many times and until I kept the original chapstick, with me constantly, they didnt get better.

keep yourself hydrated (water is best), dont lick ur lips, and put on some thick layer of carmex!!! not regular chapstik.
