usually gym shoes, the laces are tied together then flung over an electrical wire or telephone wire outside. What does it mean? Theres been a pair by my house for about 5 years now, now theres a new pair on another corner.

That kids are being dumb. If there's been a pair over your house for five years, you need to go to the power company IN PERSON (The AEP building in your area) and tell them that the shoes have been there for five years, and you'd like them removed. It could be eroding the wire!
