The camper is fiberglass painted with a gel coat paint I believe so the fiberglass underneath is good but the paint on the top is bad.

fiberglas is generally glass-reinforced polyester resin. the polyester resin is not resistant to uv light from the sun. It is possible that the polyester has been ruined and the glass fibers are not attached to anything significant. If so, you might consider sand blasting the surface to remove all loose glass and polyester and apply a few more layers of fiber glass and resin to re-build the thickness before you paint.

we have one with this type of [fiberglass ] let down cover over the window i mixed strong bleach and tide detergent and sprayed it on looked new ,if i had had a powerwasher then it would have been faster

get a buffer, and buff out all of the pitted areas, until smooth, and then paint away:)
