yes. they canlegally charge as much as the market will bear. If it is a holiday weekend, or prime tourist season or all the local rooms are booked for an event any hotel or motel may charge as much as they like.

the ONLY time this is illegal is if there is a natural distaster and people are being evacutated, such as during hurricanes or floods.

It would depend on the rules in the particular jurisdiction. If there is not an obvious reason (special event, etc.), read the small print on the document. There should be a contact number for complaints due to overcharging or similar apparent violations of the stated maximum charges.
