I beleive that right now only sprint/motorola/nextel/boost mobile has this service in the USA unlike some European countries that offer the service to any phone. With sprint /motorola with must pay for the plan which is around $10. With this service you can track a cell phone through a PC or another cell phone. It will show you were the cell phone is at and where it has been. But it also tells the cell phone user that they are being tracked. https://sfl.sprintpcs.com/finder-sprint-family/signIn.htm

for nex/boost mobile
Or you can track a motorola cell phone by installing a software and also paying a fee like from this website:

Only a few phones and a couple of carriers let the phone be tracked by gps. Cingular isn't one of them. But if you have a court order and the FBI involved they will track the phones. But then again you better have a really good reason to track them. There's other ways to track your kids. You could call their friends and ask them where they are, or if they've seen them but then you have to trust their friends too. But that won't work long. You could ask your kids where they're going to be incase you need to get them in one place fast. You can trust your parental ability by trusting them. No bashing meant at all. But if you think you did good with their upbringing trust yourself that they will do the right thing when the time comes.
