An extremely contaminated, hazardous site presenting a clear and present risk to the public's health and safety. It is designated as a superfund site, because of the amount of money it will require. EPA uses the "superfund" sites to fund their ongoing research and payoff of it's croneys. EPA sees it as their legacy to continue these sites to provide semi-permanent employment for it's contractors.

Most superfund sites have had more money spent on them to study the problem than it would have taken to clean up the site by totally removing the site and all around it for miles.
