a hoochi mama is a person that dresses sleazy and acts like a hoe. When i call people hoochi mama's they usually dress nasty and slutty and act like a hoe. It has nothing to do with color/culture or anything like that . Women are the only ones called that and any race can be a hoochi mama not just african americans.
