Indeed it is French.
It does mean good day.
It does not mean "Hello" in general, because if you wanted to say hello in the evening, you would say "bon soir" - good evening. Its just how the French are, you would not say Bon jour to greet someone at 6pm.
FYI if you wanted to say hello in general, and be able to use it morning, noon and night, you could say "Salut" (pronounced 'sah-lou') Bear in mind this is an informal greeting and it would not be polite to use it when addressing the President 8-)
