Go to your closest mall. Most jewelry store carry a jewelry cleaner that they sell for around ten bucks that can be used on most jewelry excluding pearls. If you have the necklace with you and they aren't overly busy, they may even clean it for you while you are there. Maybe you will find a nice set of earrings or a bracelet that will go nicely with your newly, shiny silver necklace.

you may sparkling silver with white toothpaste. Rub it on with a sparkling fabric, then wipe off the paste and buff with a sparkling cotton fabric. Or try pouring lemon juice over the piece, rinse with cool water and rub dry. Or, once you've bitter milk, placed your silver in a bowl with the milk and soak for a 1/2 hour(No kidding!) Then rinse with soapy water and wipe dry.

Tarnex works great. Liqiud that you just dip and swish your silver in, rinse and dry. Can soak really really dirty stuff. You can get it at most drug stores. Walmart, etc. Costs around $7 if I remember right, but will last you years and years.
