Absolutely. It is well documented how the CIA sponsers terriorism. Take the Taliban for instance. It was financed through Pakistan, but the funds came from the good ol USA, via the CIA.

The CIA does work for the US and is paid and budgeted via tax dollars, so technically, they could be considered state sponsored.
As to being terrorists or not, well, that is usually the big debate.
Remember; What "is so" for one may be "so what" for another. It's always a matter of perspective.

If the CIA is intentionally killing innocent civilians for the purposes of affecting political change through terror, then yes. However, I don't think the CIA is doing that (though they may have in the past).
