Around 4-5 inches erect, but at that age one might expect to reach 5-7 by maturity.
But what ever the size it is at any age, is normal. Each person (male) develops differently. Far as relaxed size goes most small relaxed penis's grow larger and are more impressive when erect.
Having a large relaxed penis will mean that it will only be a faction larger when erect. I like a line from a live performance of a famous PR actor about his youth.
A group of his friends were comparing their penis's and one said his was X-long and looked like tube of tooth paste etc. all emphizing the length when it came to the young actor, he said that his was like a tuna can. They all laughted and made fun of him. But he said, that's alright, women actually go for the thickness not the length when it comes to pleasure. And you want to know something he was and is right.

The average penis for a 14 year old would probably be 5-5l/2 inches.
