If you are talking about the high school level the main problem we have is that the teachers' unions are too powerful and do a disservice to the students. First, the are uneducated in the subjects they are teaching, becuase in the US you need a degree in education, rather than a degree in a specific subject. This is so there is less competition among those seeking jobs as teachers so they can drive up teacher's salary. Also most teachers get Masters degrees in education, rather than a specific subject such as History,Math, or Biology. Finally, many European countries have vouchers which allow students to choose the schools they want, and force bad schools to close down at the same time.

As a former employee with the Scottish Executive Education Department, I can tell you that college is NOT paid by the government! Education up to and including high school is covered by the state. After that, college and university is NOT free. Students have to pay but they can apply for student loans (repayable after they get a job) and grants are available for those really poor.
It all depends on what you mean by "superior". In the UK, schools don't have a lot of money, teachers are underappreciated, underpaid and overworked and the exam system is in dire need of serious reform.
Then again, if you ask Tony Blair, the whole school system is super-duper and everyone is dancing to school in the morning.

I am not sure that they are. Most schools in other countries,
even poorer ones have a higher standard, but I am not sure
that that is better. What I like about British schools is that they
break up the vacation into a few smaller increments, instead of
dumping everybody out in the summer.

Because we base ours on curves and dummy ours down so the minorities can pass I mean come on some states where voting on where to teach Ebonics as another language.
