It is public record, and in most places is part of the regular background check.
The landlord has done nothing wrong to look it up, however if they are using it against you in a wrongful way, using it to evict you or slandering you by telling everyone, then there is legal action that you can take. However you will have to prove your case, and prove that they have hurt you with the information.
