Is there anyother way to get dig on pokemon emerald besides the fossil persons kid?

if you mean the TM, the answer is no.

however, a few learn it naturally. trapinch at level 41 (if you don't evolve it by then) and nincada at level 45 (if you don't evolve it by then)

from there, you can breed them into other types, and further into other pokémon until you bred it into the one you want to have the move.
