Choppers look like they tend to be for tall people.

A persons height doesn't matter. You can be 4'
As long as you feel comfortable enough (confidence wise) and can reach all the controls, go for it.
Most dirt bikes have seat heights of 35"+
There was a guy in one of my races with a 28" inseam. At the starting line, he could only put one foot on the ground. When the bike was moving, he fit perfectly.
Size doesn't matter.

I would definately recommend sitting on one before you ordered/bought it. I agree - the forward controls are placed a bit abitrarily on choppers. Then again, you are going for a look - looks and comfort rarely go hand in hand.

I've seen guys look like a sideways U on thier bike. That can't be comfortable - it just can't be. But hey, they look cool has heck.

Custom Bikes And Choppers can be taylored to your leg length. Just ask American Iron Horse or bike builder in your area.

Say what. If your feet can touch the ground while sitting on it. You can have them custom made for taller, shorter etc.
