Do you have to file any legal paperwork to Canada, or you just wait the 3 years and then file your citizenship papers?

No you have to go through a legal process. I researched this last year.

You will see what I mean. If you are an investor, have family in Canada, or you speak French fluently, it increases the ease of the process of obtaining citizenship slightly.

No, an American can't just up and move to Canada. You have to get a visa of some sort. For people who are looking to start a new life in Canada, a Skilled Worker Visa is probably what they will be looking for.

Get your accurate answer from the Canadian Consul. You need to become a "Landed Immigrant".
If you marry a Canadian Citizen -
that would expedite the process.
