Offer to babysit, clean up your neighbors yard, mow lawns, run errands, dog walk, paint, etc, etc. ...ask parents, friends and neighbors what you can do for them for a charge

I would recommend babysitting, dogwalking, housesitting, or tutoring. They can all be acquired rather easily without age constraints.
