There are numerous types of roses, numerous sizes and therefore roses do not have the same number of petals. The small shrub roses can have 5 petals, and the big hybrid tea roses can have anywhere from 20 to 45 petals. Most roses sold as cut flowers by florists are the hybrid tea roses, the long stem roses have about 28 to 35 petals, the extra long stem, depending on variety has 30 to 45 petals.

No all roses do not have the same number of petals. Some have only 5 petals, while others have multiples. I'm not sure how many because I have better things to do than count the petals on a rose.
