just be very sincere with your friend and tell her what you REALLY think, but think about it very well and try not to be very judgemental, let her take her own decisions, if you and your best friends differ about something too much and that interferes with your friendship, then you will find some new friends, just be yourself and let her be herself

you should seriously have a talk with her and maybe even her parents cuz your friend is a little too young to be dressing like that and if you dont help her now she will probably be permentally like this and no one will respect her
