They are already at work before the snow hits heavy. Most towns have an on call people. If they know it is going to storm they have to work. When it first starts to storm they are out there clearing all through the storm until it stops.

That was an advert for the VW beetle in the 1970's (?) in the US, playing up the fact they are aircooled = no problems starting in cold weather and front wheel drive with skinny tyres. Nowadays probably a 4 wd drive pickup with high ground clearance.
