You may never get relief from this itchiness...It is an allergy of some sort...I have never been able to wear make-up because of it...And I have tried all forms...Just think of it as a gift for the beauty you already have in your face...
I also get very red in the face, then turns purple, and blows up like a balloon, just because of the additives they use...I've learn to accept it, and move on...

I had this same problem with some drugstore bands of make up. I switched to Mary Kay skin care and foundation. But I also found that clinique worked good. I would change your foundation band and use a gentle cleanser.

Try washing your face with a cammomile soap with warm water and then put on noxema cleanser and leave on for 1-2 minutes then wash with warm water and final step rinse with cold water.
Use a vitamin E concealer to cover areas on your face as make-up.

It sounds like an allergic reaction. Try using a different brand. My favorite is Neutrogena, it is expensive, but it is very light and creamy. If that doesn't work, you may need to schedule an appointment with a dermatologist.

Your foundation makes you break out cuz it has oil. Your have to get an oil-free foundation. Just stop wearing it and buy one that is oil free and use oil-free everything. To get rid of pimples an oil-free cleanser and gentle scrub. Neutrogena is a good brand. I recommend it.

your best bet would be to talk to a professional make up consultant they might try and persuade you to buy expensive stuff but its usually good quality and worth it in the end
