Lord Baltimore died before he could start the colony after receiving the charter for it from the King. His son ended up founding the colony.
It was meant to be for Catholics who were opressed in England, both Lord Baltimore and his son were Catholics and Lord B had been very valuable to the king and the king wanted to reward him. However, many different types of people ended up settling there. That's why the Maryland constitution expressly mentioned freedom of religion. To protect the Catholic minority.

prodomenintly English Catholics..the Governer was a Protestant-born, Catholic convert..with a catholic wife..he was elected in 1632..it was an assylum for Catholic converts..which oddly enough also attracted more Protestants years later
