they can't it's just when people hum we don't hear the words so we've no idea what song it is so we can't be sure if it's in tune or not

It's easier to concentrate on making the right sound. Words and music are controlled by different sections of the brain, meaning that unless music comes quite naturally to you, you won't be able to sing words in tune, but when you are only concentrating on the tune, it is possible to hit the right notes. In other words, everyone can hum in tune but only talented singers/musicians can sing in tune.

It could be the articulation that you have to do when you're singing, but that you don't have to worry about when you're just humming. Either that or you're tone deaf, or have little self confidence.
