x=-8 is a vertical line at x = -8. Vertical lines' slopes are undefined, and x=-8 does not have a y intercept (x is never 0), so, C.

C. Because if you draw it out the line cannot ever touch the y-axis, so it has no y-intercept. Vertical lines such as this have a "undefined" slope, while horizontal lines have a slope of "0". A horizontal line would have an equation such as y= 1.

You just have to rember that rule, vertical (x) = undefined and horizontal (y) = 0

C you dont know the slope because there is no y intercept, and you dont know the y intercept because.. basically there's no y intercept. easy.
