I don't use outlook express, but I had a friend in college whose outlook express would "ding" very loudly to let her know she had new messages. You could find out which file on your computer is used to play that "ding" sound, download a file of a voice saying "You've got mail," and then rename the "you've got mail" file to replace the file for the "ding" sound...

I don't know if there's an easier way, but this way should work.

Go to your Control Panel, click sounds, click the sounds tab, and scroll to 'new mail notification' and you can choose an audio file that will play whenever you get new mail. All you'll have to do now is download a 'you have mail' audio file which you should be able to search yahoo or google for.
